Soldi CDM and Fire provides independent fire strategy review and technical assurance for new build and existing buildings, working with developers, architects, building owners and principal designers to establish, review and assure the fire strategy at every stage of a project.

Our work covers fire strategy review, technical assurance during design development and construction, existing building fire strategy establishment and construction phase support. For retrofit and decarbonisation programmes we provide fire strategy review and penetration specification where new service installations or structural alterations affect existing compartmentation.

For existing buildings the fire strategy is frequently absent, incomplete or no longer reflects how the building is actually used or constructed. We establish what the strategy should be, identify where it has been compromised and define what needs to be done to restore it.

On higher risk buildings we provide fire strategy input and assurance for gateway submissions to the Building Safety Regulator, ensuring the strategy is complete, defensible and consistent with the wider safety case.

Fire Strategy Review and Technical Assurance

A fire strategy defines how a building will perform in the event of fire. How occupants will escape, how fire and smoke will be contained, and how the building's systems and structure will support safe evacuation and fire service intervention. For new buildings it is produced at design stage. For existing buildings it is frequently absent, incomplete or no longer reflects how the building is actually used or constructed.

Fire Strategy Review 

Independent review of existing or proposed fire strategies, assessing compartmentation assumptions, escape route design, travel distances, detection and suppression provisions, structural fire protection and means of fire service access and intervention.

Technical Assurance 

Ongoing technical assurance during design development and construction, ensuring the fire strategy remains valid as the design evolves and construction decisions are made.

Existing Building Fire Strategy 

Establishment of the fire strategy for existing buildings where no current strategy exists or where historic alterations have compromised the original design intent, drawing on survey findings, drawing review and site inspection.

Construction Phase Fire Strategy

Support Fire strategy support during the construction phase, advising on temporary fire safety arrangements, phased handover and the interface between construction activities and occupied areas.

Decarbonisation and Retrofit 

Fire strategy review and penetration specification for retrofit and decarbonisation programmes where new service installations, insulation upgrades or structural alterations affect existing compartmentation.

Building Safety Regulator Submissions 

Fire strategy input and assurance for gateway submissions to the Building Safety Regulator on higher risk buildings, ensuring the strategy is complete, defensible and consistent with the wider safety case.

Why it matters

 

A fire strategy that exists only on paper provides no protection. The buildings that present the greatest risk are those where the strategy was never established, has been eroded by years of uncontrolled alteration, or has never been tested against the building as it actually stands. Independent review and assurance closes that gap, providing building owners, designers and regulators with confidence that the strategy is real, buildable and maintained.
